Jeffrey Siow

Former Second Permanent Secretary, Ministry of Trade & Industry and Ministry of Manpower

Mr Jeffrey Siow is the former Second Permanent Secretary at the Ministry of Trade & Industry and the Ministry of Manpower, where he led national efforts to foster a productive workforce and progressive workplaces for Singapore.

Prior to these appointments, Mr Siow was the first Managing Director and Chief Operating Officer of Enterprise Singapore, where he was responsible for growing and transforming local businesses and industries. He has also held key government roles in the Ministries of Transport, Education, and Manpower, and served as Principal Private Secretary to Prime Minister Lee Hsien Loong from 2017 to 2021.

Mr Siow graduated from the Massachusetts Institute of Technology with an MBA. He also holds a BA in Economics & Government and a BSc in Urban & Regional Studies from Cornell University.
